Although I believe that there should not really be any form of censorship to art, it is different if it involves the tax payers money. The NEA is part of the government and well make decisions they believe will be best liked by the nation. It makes perfect sense why more controversial artists aren't getting funds, although unfair. The government is in charge of the nation as a whole and if the feel as if one artist might be offensive to a majority of the people, then it makes since that the artist not receive any funds. Thankfully there are private organizations that will provide funds to the more controversial artists who aren't receiving any from the government.
About art censorship, people should and will make whatever they want. Whether it gets displayed or not is up to the people in charge of the gallery. I feel as if some stuff that is considered censorship really is not censorship, it is just the gallery choosing not to display something because they feel they could put something better up. Maybe the word censorship is thrown around too casually?
